Water Consumption Measureent

I have now gotten my second water bill that has numbers like 52.00, 85.00, 66.00 for the monthly consumption. The clerk has no idea the unit of measurement or they say that it is cubic feet. Well .... looking at the equipment and the stated gross, 5,200 or 8,500, or 6,600 cubic feet would be in the ball park, but not 52, 85, or 66 cubic feet.

Any ideas what is the unit of measurement or how to determine the unit of measurement? The clerks are not helpful.
