commercial pick-up delivery

When you hire employee or contractor to do pick up/delivery commercial laundry service, how can you handle car insurance/accident/gas mileage/etc ??
you just pay fixed payment per week e.g. $300/week? and no other cost?
Or, you pay basic salary and real cost for gas, etc?
and employee or contractor for driver job?
