Continental Stackable not heating when its partner heats fine

Good Morning...this is my first post as a true laundromat owner! In business now for less than a week.

Soory...they are actually old Speed Queen Stackables....
I have a Continental stackable dryer (10-12 years old) that passed all diagnostic testing. Temp is set right, burner is firing all the time but it never reaches full temp with a load of clothes. Is the a place where the heat from the exchanger gets diverted?

The bottom dryers uses the same exhaust stack and nothing appears to interfer with the air flow on that one.

Any thoughts will be appreciated. Customers know anything I tell them is bull unless I fix it.
