water usage

I called the water plant today for information on the mat I am investigating. The lady said the average water usage for a one month period, over the course of 12 months is approx 20 cubic foot. That seems a bit low for a 4400 sqft mat with 60 washers...don't you think?

What am I missing here? They guy said his water/sewer bill is approx 1100 per month.

That would be equal to 147 gallons of water a month.
Something is very wrong or they read you the wrong account.
