do we have to put some insulation tube something like that over the water and gas pipe to prevent not flozen for winter time?

Natural gas should not have any danger of freezing that I know of. The water pipes that are close to an unheated wall or close to an outside vent that might open allowing a draft----watch out! Insulation pipe wrap will help depending on how far below freezing & the duration of the breeze. If it is a hot pipe insulation will save energy. If it is a cold pipe then it will also help prevent sweating during a humid summer.
