I have a Rowe BC1200 with a Medeco lock. I put my key in and lock will not turn. I guess I have to drill it out. WHat is the best way to drill it?

Have you tried putting the key in and tapping the end lightly with a small hammer.
Sometimes this helps the tumblers turn and it unlocks.
I have done it many times with my washer coin boxes.

I have hundreds of Medeco locks, mostly outdoors, in my payphone business. Every now and then I have a lock that won't turn when the correct key is inserted. A little lubrication (use a spray-in graphite lubricant such as Lock-EZE, not WD-40!) virtually always cures the problem. Spray into the key-hole, then move the key in and out three or four times. Give this a try before you start drilling. Those locks are designed to be hard to drill.
Remember: on Medeco locks, the tumblers must rotate in addition to moving up and down as then do in all locks. This makes the lock harder to pick, and the key harder to duplicate. It also adds one additional way for the mechinism to fail.
