Some folks have a really long pole sticking straight up, making the cart too tall for the doorway. sometimes these get bent, or the cart is tilted on its side until it is outside then set upright again for the trip home, where the cart is likey abandoned at an apartment complex. Some supermarkets hire a service to go around and collect them weekly. The manager of your local supermarket might have contact information for that.
Theres also a car theft deterent system in wide use in southern california. Basically one wheel has a brake, and a buried wire around the edge of the parking lot activates the brake when someone tries to take the cart down the street. Its a pretty small device and should fit on many models of laundry cart. I don't have a link but I'm sure if you google shopping carts you'll get to it eventually
