Maytag Neptune MAH21PD question

I purchased a mat with 6 of these washers. I am not sure how these work since the previous owner did not leave the manual. When I spin the basket I hear water in the bottom. Is that normal? A couple of people mentioned that the previous owner said it was. I am curious to know why this is needed.

It is actually calcium chloride and its not in the basket, but in the balance ring and completely normal.
