Actually, not that complicated. Think of the magnetic stripe (card) like a floppy disk. It allows information to be stored and retrieved, that's IT! Add a few componets, like a computer, and you have a way to store information, retrieve it, manipulate the data, and save "calculated" information back to the storage medium.
You do the same thing with your desktop computer when you open a document (retrieve data), edit the information, and save the information.

In plain english it says it is much harder to copy a card than to take some scrap metal and cut it out to be the size and weight of a quarter. If laundromat customers had the intelligence or resources to do what the article said they probably would have enough money to buy their own washer and dryer and pay someone else to do their wash. Not a significant issue, and even less so if one reads the earlier posts on how card systems store data.
