Has anyone ever approached their water and sewer dept. to try to get a reduction in their sewer bill due to the fact that the laundry washed absorbs a percentage of water that in fact does not go down the sewer but is evaporated into the air by the dryers?

What do you think the actual percentage of water absorbed by the clothes would be?

The reason I ask this is because we live in a municipal water district that has very cheap water rates. But costs us 3 times the water bill for our sewer bill.

So for every $1000 of water used we have to pay $3000 to get rid of it.

My sewer district is very open to this. If I want to (at my expense) install a certified meter on the sewer line and pay for inspections and pay for all maintenance on it then they would be glad to bill based on that rather than the incoming water meter. When the math is all done it made much more sense to use the water meter.
