There was a white t-shirt with a navy blue collar and the same blue around the arms that was requested to be washed with bleach. We have done this same one before with no problem, but this time there is now blotchy browm marks on the collar, but the same thing around the arms is fine. was this caused by the bleach or something else, and is there any way to correct the problem?

What did the shirt say on the tag? Did it say anything about bleach or non chlorine bleach? If you followed the correct procedure with additives when laundering the item the cause could simply be a fabric defect? There is not much that can be done if the collar damage was done by the use of clorox. If the customer stated wanting the use of clorox in this particular shirt, then the responsibility lies with them. If your attendant added chlorine bleach to a navy collared, ribbed lined shirt on her own, then you should pay for the shirt. You wont be able to fix the shirt back to the original color
